Conyers' legislation - called the Expanded and Improved Medicare For All Act - would expand the Medicare program now for senior citizens to all Americans, providing what he calls a "privately delivered, publicly financed universal health care system." He said it would be paid for primarily by a payroll tax, a financial transaction tax and additional taxes on wealthier Americans.
